In January 2003 an EU Directive came into force to promote the improvement of the Energy Performance of Buildings (EPBD) across the EU.
A requirement was the introduction of the Energy
Performance Certificate (EPC) which must be made available whenever a building is constructed, rented or sold.
From the 1st August 2007, in England and Wales the EPC was included within the mandatory Home Information Pack (HIP) as part of the home purchase process.
From October 2008 it was extended to the rental & commercial
markets. Since January 2009 it is now mandatory for
non-domestic EPCs to be produced upon construction, sale or lease
of all non-domestics dwellings.
From April 2010 Home Information Packs were abolished however Energy Performance Certificates are still required for the purpose of selling or renting out of properties.
