From 1 October 2008 an Energy Performance Certificate (EPC) is required whenever a building in the social or private rented sector is marketed for let to a new tenant.

Why do rental properties need EPCs?
Apart from the obvious legal requirement, the general principle is similar to that of the EPC in the now abolished Home Information Pack (HIP). The EPC provides you the owner, with an Energy Efficiency Rating and an Environmental Impact Rating and report for each property, informing you of its energy efficiency and providing you with recommendations for improvements.
The EPC will also give prospective tenants a rough idea of the yearly fuel bills and this information can be used to make an informed decision about which property to rent.
How often are EPCs needed for each let Property?
EPCs for rental properties only need to be renewed every 10 years, so it is
possible that you may sell your property before you need a new EPC. However, if significant improvements are made, thus making your rental property more energy efficient, a limited re-inspection
can be arranged to produce an updated EPC which will supersede
any existing report (EPC).
How much will it cost?
You should expect to pay from as little as £50 up to £100 per dwelling, depending on the size and construction of the property.
EPC discounts for Landlords with multiple properties can be negotiated separately.
